Position Overview
We are seeking a highly motivated and detail-oriented Senior Policy Analyst to join our team. In this role, you will analyze Canadian carbon pricing policies, evaluate their impact on clients, and provide strategic guidance to help clients navigate regulatory requirements. You will also play a key role in communicating regulatory developments and supporting clients with compliance, risk management, and market opportunities.
Key Responsibilities
Carbon Policy Expertise
- Understand and communicate current and emerging Canadian carbon pricing policies and programs.
- Assess the impacts of carbon pricing programs on clients at the sector and facility levels.
Client Advisory and Analysis
- Conduct in-depth analyses of Canadian carbon pricing programs.
- Provide tailored client communication and advisory services, including:
- Identifying risks and market opportunities.
- Preparing memos, presentations, reports, and summaries on regulatory developments.
- Supporting quarterly carbon risk reports for tracking and managing carbon positions.
- Informing compliance strategies and transaction planning.
- Advising on advocacy strategies with regulatory authorities, including drafting comments for public consultations.
- Identifying funding opportunities for clients.
- Communicating compliance requirements effectively.
- Supporting program transitions, including registration and de-registration requirements.
- Assisting with program opt-in registrations and certificate applications.
Communication and Reporting
- Provide live updates on Canadian carbon market regulatory developments and news.
- Maintain and update program primers.
- Contribute weekly summaries of regulatory updates for newsletters.
- Monitor Canadian carbon market trends, including:
- Policy and program updates.
- Election outcomes and their impacts on carbon pricing.
- New policy developments, such as compliance offset programs.
- Stakeholder Engagement
- Support ClearBlue’s engagement with regulatory authorities.
Research and Special Projects
- Collaborate on large-scale reports covering key carbon pricing topics.
- Develop special reports, such as the Canada Carbon Pricing Outlook.
Qualifications
- Bachelor’s or Master’s degree in Environmental Policy, Economics, Public Policy, or a related field.
- 5+ years of experience in policy analysis, carbon markets, or regulatory compliance.
- Strong analytical, communication, and project management skills.
- Knowledge of Canadian carbon pricing frameworks and environmental regulations is a strong asset.
- Proficiency in preparing detailed reports and delivering presentations.
- Ability to work independently and collaboratively in a fast-paced environment with minimal guidance.
- An interest in carbon markets, sustainability and emissions.
- Strong critical thinking, regulatory analysis and detail-oriented.
- Strong interpersonal and excellent verbal and written communication skills.
- Proficiency in English is required with proficiency in French considered an asset.
